Champions locked in AW

Why some champions show as locked in AW even if there is no AW on going? Where can I submit this bug?

    Thought Kabam was done with locking Champs into AW and AQ

    You can use them in solo content but not AQ

    So is this the expexted behaviour? I mean, the war has even been temporary disabled.

    I forgot to mention that these champions are set as defenders, not attackers so it should not affect thr AQ overall

    It's how persistent placement works.
