Why aren't there more ways to obtain incursion revives?

Currently the only way you can get incursions revives is with units. Why? In other modes the revives can be obtained by other means aside from units
The quest ones are available in crystals, you can buy the alliance ones with glory and loyalty
Why can't you buy incursion revives with Artifacts??
The only way to get them is either wait for an incursions themed event or buy them with units.
