Iceman not gaining power in BG

Has anyone else seen this? I know it’s a passive frostbite but it specifically says passive DOT will also cause power gain.

    To me, when a debuff expires over time and you receive damage, that’s DOT as well.

    He wasn’t shrugging it though and that’s why I thought it was weird.

    Frostbite is not a damage over time effect because it does not afflict damage over the duration of the effect. KP shrugged the initial Coldsnap debuff which would have given you power.

    Frostbite is just like whiplash or a power sting. Not a dot. But will deal damage under some conditions, expiry for example.
