Who to use Saga Sig stones?

Mostly for Questing. I have completed 8.2.
From the options and my roster, I think those 3 need high sig and useful. Please also suggest if there is any other better option for questing who need high sig.

    I have both NF (sig 20) and Kingpin (sig 10). But they does not need high sig to be useful, right?

    NF generally doesn't need high sig unless you're relying on him as defence in BG. Kingpin's sig levels are much more important, provided you hit the thresholds for additional Rages
