Doom’s Aura not triggering

While going through act 8.2.3 I noticed dooms aura was only triggering intermittently if at all, along with the shocks on my heavy attacks. This happened in fights against Hercules and hulkbuster. I can’t for the life of me find any interaction that would cause this, is it a known bug, or is there something I’m missing
