Thank you for taking the time to read my suggestion.
My suggestion is to have two tiers for Legend Runs: Those with a Legends Title already and those without a Legends Title.
I understand those with a legends title want the rewards associated with doing a legends run a second time but its going to be very difficult for those who don't have a top roster now to ever be able to get a legends title. Take the guys from MMXIV or CORE, its unlikely that I will ever have a roster better than theirs because they have a better roster right now, and chances are that they will get a 6-star champion before me. Can a person with a 4-star roster compete for a legends title with a person with a 5 or 6-star roster?Perhaps, but unlikely.
If Kabam usually gives 100 players a legends title, my suggestion would be to give out 200 titles: 100 to the fastest players who have a legends title already, and 100 to the fastest players without a legends title. This will allow a greater portion of players to obtain a legends title. For those with a title, this does not change very much, they played against the top players before and they will do so again. But it allows many more players to compete as well.
If Kabam has concerns about granting 200 titles and rewards instead of 100, then they could break it up as 50 and 50

I think this is a good idea to have the players who currently have a legends title be separated from those going for their initial legends title but at the same time I think the point of having that legends title is to prove that you worked hard for it and deserve it. Whether that's competing against players with or without a legends title.
I attempted my first legend run for Age of Sentry and really hope none of the top players attempted it since the legends run for the 5* Kang is going on around the same time too.
