What was last year and this years requirement for banquet?

Im revisiting an old acc. Exploring act 3 atm. So will have about 3k units on it. Im like lvl 29. Was last year lvl 40 or act 4 completion? I cant remember.

I checked last year's post and apparently, you need to be lvl 40.
