Red Hulk is fine. Although it would be more interesting if it regenerates with the first super attack consuming only one charge.
Luke Cage would be excellent if he reduced his recovery time to 10 seconds or is indestructible for each super attack such as Colossus Unstoppable and Juggernaut.

Red Hulk's sp2 animation definitely needs a change if him throwing a flaming chunk of the ground he ripped out isn't going to cause incinerate and heal him instead. It would be cool if he had something like abomination's ability to apply poison but instead each heat charge gives X% chance to incinerate on contact or even just apply that to his heavy attacks at the cost of 1 heat charge instead of a chance to apply.

I wasn't expecting how much better Luke Cage is gonna be with these changes but I was always confused about how only his light attacks can apply the exhaust debuff and then have his medium/heavy attacks do nothing. His heavy attack should have a 100%/higher chance to exhaust or do something like gwenpool's heavy and convert an existing exhaust into a stronger version that lasts longer.

Luke Cage regenerated power after his third special if his health is under 40%. Should be immune to fire poison and immune to bleeding
