  Currently speaking, there is now a permanent legends badge available if you complete all 6 of the Necro Carina’s challenges, including the Deathless objective. Barring that, I believe you’re just at the mercy of whenever Kabam decides to release some random content that awards it.

  They've never launched a permanent one before, and since this one is permanently available until you complete it, they will almost definitely never have it available anywhere else ever again.

  It's basically obtainable for the majority. It just requires 1) time, or 2)money. Your skill will depend on how much of each is required.
  
  But then, if they also handed them out like candy, it also wouldn't really be a legends badge, but an average badge.

  It's actually more obtainable for a majority than it once was. It used to go to 100 players a month through an EQ content speed run. Now every player will have equal access to it indefinitely, you just need to progress before you get it.

  But doing legends was easier back in the days like in zone 25 or EQ now you need to have all deathless champions and stuff which is out of the realm of possibility for majority

  EQ was out of the realm of possibility for anyone that didn't have one of a few specific champs at their highest rank, max boosts, and a serious stash of energy refills or the units to buy them.
  Zone 25 in incursions was out of the realm of possibility for players that didn't have access to that sector and didn't have the right champs, skill or stash to get that far, during the very limited time it was up.
  It's the same story with different requirements. The main differences being, you're not competing with anyone else and it is permanent and not temporary. Everyone has equal, non-competitive and permanent access when they've met the necessary requirements.
