What's wrong with the role force charges?

in Bugs and Known Issues
According the picture it mentions that for each weakness the role force charge i get increases by 6.So at that point i should get 31 charges everytime.But I'm only getting 8 per turn which makes the game severely harder

    The weak spot buff is bugged, there's more posts on this but kabam hasn't addressed it yet and we can't progress in raid until it's solved
