Did Kabam Break Willowpower Again?

Back in October 2017, Kabam broke Willpower and it wouldn’t activate for some, but not all, players who had invested points in the Willpower Mastery. Kabam acknowledged the problem and fixed it.
Fast forward to today. I just a few hours ago unlocked Willpower and placed one point in it. Yet it failed to activate in Arena when my Champions were Bleeding or affected by other detrimental effects.
Very disappointing as I have waited a very long time to unlock Willpower. Obviously this isn’t happening for everyone, but I hope Kabam will check to see if it is broken for players who just unlocked Willpower after the latest patch.
