It shows when his persistent charges and unstoppable are about to trigger. Could this be a teaser for an upcoming rework, or is this just a coincidence?

After all the Champion has been in several recent events such as the Bong side quest and the recent workout event, plus he's the only playable Elder of the Universe in game

It would've been cool to have a Champion buff released at the same time as the Elder progression title, and if you got to Elder you'd be able to get a 7* buffed Champion for free

I believe it's just a timer showing when his (already existing) fury ability will proc. So you can prepare for the unstoppable.

Im genuinely shocked we didn't get champion in his current state as a7 star. I dont think they would have given him this passive if they were going to buff him anyway and outside of changing the way the greatest fighters of the universe works i dont think he would need much to be a usable 7 star, hes a little rough for about 30 seconds in a quest but once he gets going he hits haaaaard
