Willpower not working on shock debuff

I have noticed a couple of times that the shock debuff is not triggering willpower.

    I can confirm. I got hit by Storm and received shock debuff and it did not trigger. I was in Expert Proving Grounds. I then went to Arena and tested it with my Storm against an opponent that had willpower mastery and nope, no willpower heal via shock.

    yep I've also noticed this except it was when Thor (Jane Foster) placed the shock debuff on me

    Recently shock damage was changed and now does not trigger willpower

    Yep shock doesn't trigger willpower...though it considered as a debuff -_-
