What does spam a special attack mean

Does it mean to bait a specia?? I hear it all the time but not 100% sure what that means. Thanks

    No baiting means getting the AI to use a special attack that maybe you are better at evading or to get the AI to use a special attack to prevent them from getting and using a third special which cannot be blocked.

    Spamming a special means using it over and over. It becomes practical for instance to spam Magik's second special when facing a champ with power gain since her second special will power lock them.
