Cold snap broken?

Just left a war fight. Stun/bleed immune protector/miniboss. My duped Iceman vs. NC. The node is not immune to "debuffs". Enter the fight, bait a heavy and start swinging away, cause I have cold snap right? Wrong. He's evading. Try again, nope. Manage to tag him with an L1, maybe it'll take this time. Nope. Manage to switch him anyway and won the fight, but this was pretty disconcerting to say the least. Can anyone look into this? Thanks!

    Oh..I almost forgot..I was using one of those 15% regen boosts from the glory store. That's the only thing I can think of that was different from the norm for me. I often fight NC on that node and I often use Iceman. This is the first time I've experienced this particular issue...where cold snap either has no effect or is not activating to begin with..either way, he was evading while cold snap should have been up.

    So, the only other thing I can think of..of it's not an iceman bug or an NC bug or a weird interaction with the regen boost...is that the node is bugged? Supposed to be immune to bleed and stun, but it was acting as if it was an immune to debuffs node instead? That's all I got for ideas:)

    I notice dexterity might still happen even if the auto evade can't be triggered... Depends what pops up .... Which is almost a kabam hack IMO.

    Tile 55 I think. The protector/miniboss to the far right. Immune to stun and bleed (in my tier). They were auto evades. Green "evade"..

    Tier 10 I believe. Bleed and stun immune are the only buffs to speak of. I think poison immunity is added at tier 9 and of course all debuffs in higher tiers.
