Sabertooth synergy with black panther

I was playing around with sabertooth black panther synergy which allows 100% ability accuracy reduction on opponent for 0.7 seconds when debut is applied. Before 18.1 this used to shut off masochism however post 18.1 it does not. But it did shut off the first hit of biohazard. Can a moderator confirm if this synergy is working as intended. If not please let me know and thanks in advance.
