Alliance War Rating and inactive alliances

Seeing dead or inactive alliances on the leaderboards with high war ratings.
I am sure this consistent across all tiers, maybe it’s “working as intended.”
But the % required to be Tier 1 compared to Tier 2 is rather small. And with dead alliances taking up some of these rankings, the difference between 6.2x and 7x multiplier is being put off by dead space.
Developers seem to enjoy aspects like degen, brute force, etc. so maybe apply this tactic to alliance war ratings so these dead guys fall towards the bottom as they lie stagnant throughout the season.
For instance after 7 days of not landing an entry, AW war rating degenerates by 1% per day until registering an entry.
Keep the active alliance competing.
