  Is it passive? Plus willpower works on “each debuff”. The phasing is all inclusive so it shouldn’t matter that even if it is passive.

  The degen from flare is not a debuff. Is a passive ability that takes life away from you.
  In other words, the icon doesn't need to be there. It is just there to let you. Know that you are losing hp

  Here’s an easy way to remember passives from debuffs 1. Hit pause, it shows passives and debuffs 2. The icon for passives is different than the icons for debuffs, debuffs have a distinct line around their circle, whilst passives have their circle entirely filled with a slightly different shade of whatever color the debuffs version of the passive is, example, bleed, goldpools bleed with synergies is passive, so it has its icon entirely filled, gwenpools bleed is a debuffs, and has that line around its circle.
