Would an apology or calling something compensation create exposure for them? I don’t know. It’s an interesting speculation.
The more I think about it, the weirder this all seems: it’s an appreciation event, but much shorter and weaker than previous ones, it took weeks to devise but seems poorly-conceived, it’s an approach unlike those taken for similar game performance problems in that it requires the players to “earn” a good part of their apology, it’s marketed as appreciation not as compensation/restitution...why?
Whose idea was this? Do any of the player mods feel willing to offer a defense of it? Can anyone explain the rationale and alternatives that were rejected in favor of it?

Given what it is, it shows they really don't appreciate their player base that much and they don't think there were that many harms done.
Good luck with that. The EULA basically releases them from all liability.

Hmm. An earlier statement by @Kabam Miike implied that Kabam sees "compensation" as "not being about free stuff" and explicitly intended to compensate for direct losses due to problems or outages. This would seem to imply that all compensation packages would be explicitly referred to as compensation packages and explicitly state what they were specifically attempting to compensate for. However, the SA announcement doesn't announce itself as a compensation package, and doesn't specify what if anything it is intended to compensate anyone for. That seems inconsistent with prior statements.
Moreover, "summoner appreciation" events are obviously intended to show appreciation, by giving players something over and above what they would normally get out of the game in terms of rewards or progress. If the SA is being used to compensate for losses, then it shouldn't be treated as something "extra" but rather Kabam's honest attempt at giving back to players what they might have lost due to errors on their part. And that means there is zero appreciation being conveyed by that.
If I give Kabam extreme benefit of doubt, far above what I find reasonable, I can choose to interpret the announcement as being a combination of summoner appreciation and compensation by having some aspects of the event be SA components and some - for example the optional choice gift - be a kind of selected compensation package. However, even if I do that, the whole idea of combining an appreciation gift and a compensatory reimbursement into a combined thing is complete madness. That would be like your employer giving you a Christmas gift that included a card and a paycheck they forgot to give you last month. The card being the gift part. That will get you featured on Reddit.
To me, this seems to be a failure in terms of appreciation, compensation, as well as messaging. I cannot imagine that no one in the loop on this announcement didn't anticipate extremely high blowback from it. And even when you factor all emotional responses out, it seems objectively broken as well.
