This will not be in effect until after the Scheduled Maintenance that takes place at 8pm Pacific Time. Not long left to wait!
Mastery Recovery is free! It has been for at least a year now... I don't remember the exact date it changed, but you won't be needing Mastery Recovery items anymore.
He said after maintenance which should be starting now.

Recovery is free, but it does cost gold and units to place the points again.
EDIT: Not actual rewards available after the maintenance, just the free masteries i mean...

Not for the next week it doesn't. No units or gold needed for anything that you already had unlocked.
