  High sig is mostly for making it easier to handle strong regen, otherwise he doesn't really need the high sig level. The higher his sig level, the easier it is to maintain fear of the void. He places his debuffs faster while fear of the void is active based on his sig level. At low sig, fear of the void tends to expire before you can get another 6 debuffs placed. At higher sig, you can get a second fear of the void up before the first one expires so that there's no gap when it comes to shutting down/reversing regen. His sig level also increases the attack bonus he gets from fear of the void, but I'd say the debuff timer is the main reason many people say he needs high sig.

  The high sig can turn a health and power gain cancelation into reversal he can make evade less range to useless and turn his damage output into something really amazing high sig increases his damage crazily and increases the speed of debuffs making it much easier to increase his effectiveness
