My global and alliance chat is permanently off

My chat is not working from 4 month in game. When I email support about it they give me a generic response. I want to know what I did to receive this. Who I can talk to about it. When will it be fixed.
I'm the leader of my alliance but now i left my position in my alliance due to communication issues....
Please solve my problem.
