Sigil Store Not Active for Non-Sub

So sometimes new champs and reworked champs get a clause added to their kit regarding ramp up
Basically a clause that states in BGs or AW they will start with x amount of y (a partial ramp for ramp champs) right? Any chance we'd ever go back and add something like this to other champs? Like G99 or something like this? To make them more viable for BGs/AW.. nothing crazy, but just something to balance it out a little…
