Which 5* Science should I rank up?

Cap IW Tech Synergy Broke?
When using these 4* R4 champs: Cap IW and Vision AOU, for Cap’s tech synergy, Vision is not draining 100% of max power when using his S1. In fact he seems to be draining roughly the same amount as he normally would without any synergy. How is this supposed to work? Or is this mechanic broken?
