The 7 star rank 1 to 2 can only be used on a champ at max level. Does that mean max sigs or fully ranked up with iso?

Make a chapter 9 called I’m so good. Just copy 6.4.6 and increase the health pools by 10 times and add a 10 percent regeneration every minute. Does anyone know if there is a minimum number of players that are needed to play aq or aw? In other words can you play if you only have 1 or 2 or 3 players? Can you have an alliance with 1 or 2.
