Some people may need the extra, because they don't have all (or any) of the Skill champs that you earn with the final Milestone. So they would have to run some entries just to reach the Mileston…1 -

how many of the other Anniversary year Titles do you already have ? I think (??) you need to log into game each year during that Anniversary week in order for it to count as “another year”1
