Someone explain The Champion

Can someone explain The Champion to me. I'm not gonna start talking about how busted he is (immune to Fate Seal and Heal Block.... Really?). But his ability says once 2 of his fury buffs are active he activates his Primordial Fury or what ever it's call but he's just activating it whenever he pleases

    He activates it every 13 seconds gaining fury and regeneration per fury

    Also, another thing to keep in mind is that, if he is fighting another champ who activates his Champion of the Universe ability, he will be gaining the persistent charges, which activate his Fury buffs, more quickly and his buffs will last longer.
