Persistent Charges aren’t staying active. If you go to another fight in different level in quest they are gone.

    They only stay active for a single instance.

    Once you enter a new instance, they reset.

    Hey there, Persistent Charges would be consistent between fights in a quest, but they would reset between quests themselves.
