Capiw synergy bug?

Capiw + ogv drains all remaining power from opponents after they launch a special. This in theory should remove havocs charges but it does not. Can someone take a look at that and let me know why it’s not working?

    Would you be able to let us know what game mode this happened in or what nodes were active at the time?

    Havoc boss in 6.3. I bring capiw,ogv,G-2099 for him each pass. The synergy works properly draining havocs remaining power after specials but never his charges.
    Ogv specials & 2099s L1 remove all charges so it is working properly in all other scenarios.
