[Meta] Cleaning up the front page

I feel that the front page of the forums is being clogged with announcement stickys that remain there for far too long, reducing the amount of community posts seen on the front page.
I feel that some of these could be removed in a timely manner, like the announcement talking about server disruptions from August.. lol. Just a thought.
