What level do we have to be to get a gifting badge

My friend who just joined is lvl 5 he wonders if he can gift or will he not be able to?

    Hi! If the account was created after the start of the event, then they would not be eligible for the Gifting Badge.

    Oh no he created his account before he's now lvl 10

    I have an account which is 1 year old, but i have no gifting badge available...
    Do i need to finish some content first ?
