  I recall it was a NF and then it happened against apocalypse. I had no debuffs on me and it should have worked. And Havoks sp3 is one of the best in the game @Cedar

  This may be a stretch, but it's possible that Apocalypse's Purify Ability Accuracy Reduction actually stops Havok from removing the Plasma build-up from him (according to auntm.ai, the SP3 Purifies any Plasma Build-up)
  
  Not sure about NF, though - did the SP3 trigger his sig or did he have no persistent charge at the time?
