    How is it not "fair"? It's still a total of 7 T4CC like any other R2 rank up.

    Hey there, this is intended for him to require two different Classes of Catalyst. It is supposed to reflect the fact that Karnak is himself an Inhuman, though his combat capabilities come from his efforts in training himself.
