    Ok so apparently he doesn't need Vigilance in order to hit Ghost while she is phasing because his psychic attacks can't miss any way... so what's the point of specifying Vigilance Passive doesn't work against Tech champs? lol

    This is correct, for Champions whose abilities are circumvented by Psychic attacks, or whose abilities are prevented by Champions with #Psychic-Shielding, this will be specified within their ability descriptions.
