5* Vulture
5* Luke Cage

4* Venom (to be upgraded)
4* Guillotine (to be upgraded)
4* Killmonger (to be upgraded)
4* BPCW
4* Sabretooth (to be upgraded)
4* X-23 (to be upgraded)
4* Nighcrawler
4* Hela
4* Iron Man

So, it's more of a question of who gets upgraded first.
