Who should i rank up? (Tech champs)

I am in a dilemma on who should i rank up among my tech champs. I just completed my 3rd tech t4cc. I had been playing for 14weeks++ but still cant pull starlord or Sparky. Should i rank my current 4* tech champs or wait for Sparky? I have 1 5* tech champ and its an Iron Patriot lolll. Guessed he belongs to the thrash category.
