    One time quest: act 5 completion is the best source imo
    Or you can build them up slowly by exploring EQ master and UC difficulty each month.

    LOL has the biggest storage at 12
    Act 4 and 5 have about 9 or 10 in total
    EQ each month gives a half of it
    Side quests also have a lot of shards normally
    AQ and Glory store have shards
