Increase drop rates on PHC

2* champs have no purpose in this game any longer. Sure, there's a basic arena to run them, but there can't be enough new players to justify keeping a 99% (seems like it at least) 2* drop rate. Basically useless to open a "Premium" crystal. This is most impactful when spending units for featured crystals. Please make PHC for fun for the player base.

    Still pretty garbage, but the drop rates have iproved, now I get a 3* every 5 PHCs
