How high should I rank my lowest tier four star champs?

Right now I have 49 total four star heroes, 9 of which are considered garbage and currently all are at 1/1. These 9 are: DP x-force, Magneto MN, IP, OML, Hulknuster, joe fixit, Groot, colossus and ant man. Long term wise should I bring these up or is it more valuable to leave them at 1/1? And are any of these 9 worthy of ranking up higher than the others?

I typically take mone to r3 simply for arenas.

Take them to r3, but only if you have absolutely nothing else to spend resources on.

Sidenote, I do not rank up my civil warrior simply because I hate his gameplay, so your preference of champion playstyle plays a part too.
