Collar Tech Not Working - Please Investigate

I have it maxed at 5. It is not looking like it is reducing power gain by 18%. Can you look into this?

    It might be power gain as in Hyperion or Mordos active power gain buffs...like LC and Void’s interaction with power.

    Mine collar tech is only rank2, but seems to be working properly
