Off season war tanking

Wouldn't it a simple solution to tanking by locking war rating during off season? Anyone else see this as an issue?

    Its a legit strategy.

    And many High Roller say that this is not playing of, when you go for top scores.

    How is it a legit strategy? Locking war rating in the off-season is the only solution to tanking. Play people your level.
