PI Change that could fix a lot of issues with unused heroes.

We see a lot of people ranking up the same champions, because those champions are stronger or have more utility than others. Some of those also have the highest PI, which makes no sense, they do not need the PI boost to be good.
Instead why is there not a system where PI is dynamic, that is, make PI change based on the popularity of ranking up the champion. Champions that are not ranked up much by the community could get a boost to their base PI (just throwing out a number, like 20%), while champions who are ranked up the most receive a penalty for their popularity (like -20%). Champions that fall in the middle of the two extremes would get a bonus or penalty somewhere in between.
Just an idea to maybe increase the popularity of otherwise less popular champions, and add some diversity to the game.
