Clarification of Domino’s Special 1 Unlucky Ability

Does the unlucky ability increase attack since Domino last hit her opponent with the special- even if they were blocking or not? So I guess my question is, does the ability start timing after she threw a special or after the opponent was hit and knocked down by it.
