SW vs Rider or other

I have 2 4* champs my first was panther and he was incredibly weak but my only 4 star so I immediately took him to 10 and hes still number 3 in my line up next to 3 star Rider and Agent who are rank 3 unawakened .. Now i pulled a 4 * Scarlett witch (Rolled past a ghost and 2 quakes and almost rolled over to a domino 😢) but I have SW now my dilemma upon getting the mystic rank up today is do I max out my 3* Rider whos been a tank for me w his immunities and regen im finally getting good using him .. Or do i rank 2 my SW and learn her? Im lvl 31 only have 2 4 star both from 4 star crystals i have the worst RNG luck possible n dont forsee many 4 star in my near future due to weakness of my team its gonna be a slow grind

    Ok Im about to take Domino to rank 3 and then AA but gold iso are my dilemma now

    Man at Lvl 31 I already had a 5star and about 15-18 4stars............

    I have terrible RNG luck I haven't rolled any 4 stars .. So glad youre lucky or rich n spend a ton of money
