Taskmaster Ability Reduction Not Working

At this point I am about 90% certain that Taskmaster's ability defense ability reduction doesn't work at all. Opponents auto-block, evade and do passive damage (read: Electro) just as much with 4 concussion debuffs as they do with zero.
This has pretty much been this way since he was released. I know he isn't a popular champion, but his abilities should match the description in his profile.
