fair dungeons in the use of heroes

The heroes who entered the room, but were not used, should be able to be used in the next dungeon!
Weak partners cause it!
Example: I entered the dungeon and my partner was able to get only to room 2 and I got 2 of my unused heroes and I still get blocked from using them in another dungeon!
