Why are there generic catalysts in class cat free for all?

I have been trying to upgrade some of my 4 star champs and have been getting little to no success in the class specific quests so figure i would hit the free for all class one today and this is what i get. Why?????? Why put generics in the class pool of rewards?v9ilg91csl92.png

    Wouldn’t be a problem if we could sell T4CC to get T3CC and so on.

    They already have a basic catalyst Quest that runs non-stop 24/7 why they would put generic ones in a class free for all makes absolutely no sense
