Mastery REspec questions

Hi, I have 2 questions.
1) Is the mastery respec already free, or only in 2 hours from now ?
2) What does mastery respec mean ? Will I be able to put 5/5 in assasin for example even if I didn't unlocked it ?
because that's what I understand from this : "Take this opportunity to re-invest in Parry, but also to try out some other Mastery builds that you may not have tried in the past!"

    If this is like past times they've done this, you still need to unlock masteries, but you don't have to spend to apply them. If you have unlocked the mastery, you will not need to then use gold or units ON TOP OF the unlock cost. So no, if you haven't unlocked all 5 levels of Assassin, you can't just automatically get those upper levels. But if you HAVE unlocked it but did not currently have all levels invested, you can go back in and re-apply those levels without additional costs.

    Oh and Btw, Limber it's still the first.
    Parry and Dexterity still asking for 1 point in limber.
