Recovering points for mastery?

Ok, so this is probably a dumb question. What does recovering points in mastery do exactly? Specifically, if I click "recover" will that get rid of the utilities I already have mastered?

It will take all points out and allow you to replace them in different positions if you have them unlocked

Will it remove all points from offense, defense, and proficiencies?

You will have to click each section individualky
