Winter soldier power drain not triggerring as it used to be

I have a 4* WS with signature ability of 99. Normally, Every 20-26 blows he lands, he used to cause power drain. As per stats, 15% of his critical hits are meant to cause 25% power drain.

In AQ, Map 5, I was fighting Goblin (second mini-boss) and landed 56 blows with my WS with out getting hit once, and power drain is not triggerred even once!

More over, till I hit him 30+ times, Goblin did not seem to take any damage what so ever! Wonder if it is some kind of a bug with new updates!?

BTW, Goblin did not have any incoming links (other than the global link).

Could just be very unlucky with proc. I would suggest testing this in ROL and complete several fights. You'll build up a better picture of the issue.

"Random" does not mean evenly distributed. You have to expect to get long runs without it happening. You'll also occasionally get several power drains in a short period of time. If it isn't streaky, it isn't random.
